The rule says that it doesn’t count as a handball if "arm position is for support when falling or when getting up from the ground." I think he intentionally moved his arm / hand as he was sliding . So ref made the right call

when "arm position is for support when falling or when getting up from the ground." It doesn't matter if the ball hits the hand before it touches the ground. if you're getting up from the ground or falling and you're placing the hand on the ground or you're about to and hit the ball in the process it's not considered handball. Im portuguese and I'm happy that it was a penalty but I have a lot of doubts if it was the right call. What the referee has to check here is if he thinks the player was just placing his hand there because he wanted to stop the fall or he deliberately wanted to stop the ball.

Bullshit. The laws do give clarity. He's put his hand straight down which is where you put yours if you were falling over.

The law is clear here. It’s not a hand ball. “A player is considered to have made their body unnaturally bigger when the position of their hand/arm is not a consequence of, or justifiable by, the player’s body movement for that specific situation. “ In this case the player is going to the ground so it is justifiable by the players body movement for that specific situation…. So it is not a hand ball. This was a bad call the ruling was incorrect!
