This is a reasonably common type of transmission on the US military HF-GCS (High Frequency Global Communication System) network. EAMs (Emergency Action Message) are one of several different types of messages that can be heard on the HF-GCS network, and these messages are typically heard daily, often several times a day. In times of high activity the rate may be as high as several EAMs per hour. This EAM has a unique error at about the 2:00 point in the video.
Just before that point in the video (at about 1:58) you can hear someone in the background say "you've got to start again". The operators response to that is roughly what you would think was in his head, but not what you would expect him to say. I am not sure "ahh shit" is in the qualifications standards for that particular job.
The corrected message was repeated about 20 seconds after the end of this transmission, this time without the extra operator sentiments. This recording was done on 4724 kHz, USB mode, but the message was simulcast, as normal, on 4724 kHz, 8992 kHz, 11175 kHz, and 15016 kHz. I don't normally do audio only recordings, but that is all I have of this particular event.
The callsign used in this EAM, "WHEATIES", is a regular rotating callsign. These callsigns change every 24 hours, changing at 0000 UTC each day. The callsigns are randomly selected, and do not give away the specific source of the transmission. Such callsigns are seldom reused, although it is possible to hear the same callsign back in the rotation, sometimes years later.
The HF-GCS is maintained and operated by the US Air Force, however all US forces have access to the system.
