US is not late ... All ballistic missiles are hyper-sonic. US developed in the 1960's and 1970's but decided to abandon due to controlling the missiles with 1970's computer tech. Only recently in the last 10 years has it become possible to control well without the missile being a ballistic missile that has determinable trajectory. Modern hyper-sonic missiles are not necessarily ballistic. So the only technical difference is being ballistic or ground based- aerial hyper-sonic without it being strictly ballistic.
