In the manga she actually had blonde hair, but they did her hair black in the anime. Here they gave Annie her original hair color

Since this movie (or OVA) was more faithful to the manga, they decided to stick with the original color. Even Miss Pony used to say that her and Candy looked like twins because they were so attached to each other, so it makes sense that both of them have the same hair color.

Annie was always blonde in the manga, I don't know why they changed her hair color in the anime, this was made more faithfully. The song is a completely new version by Mitsuko Horie, made especially for the OVA, she has a great voice.

Es Annie, solamente que en el manga Annie es Rubia pero ya en serie decidieron hacer a Annie en peli negra para que no le quitara el protagonismo a Candy

Como varios dicen, se supone que Annie es rubia en el manga, no sé por qué la cambiaron en el anime antiguo, incluso la señorita Pony decía que con Candy parecían mellizas, así que tiene más sentido que tengan el mismo color de pelo. Esta película (o OVA) la hicieron más apegada al manga por eso le dejaron el color original.
