As an Aussie, having lived through major fires, that can burn uncontrolled for months, I am surprised at the lack of knowledge by residents is fire areas. The lack of preparation. In oz we all know that the fire hydrant pressure drops during fires. Usually only houses backing on to bush burn. And when a fire goes through everything is black including the grass. Haven’t you learnt anything from our fires. Ps we have fire trucks that carry their own water. I hope all the rich people in California can donate so you don’t need to ask outsiders.

What a great opportunity to take advantage of the chaos on the coast. Don't rebuild within 400 m of the beach or in the +10' flood zone along the coast! Use air tight building methods with renewable energy, solar hot water systems, rain cisterns for irrigation, skylights for daylight, solar panels and batteries with strong electrical panels to support EV charging at every home. Multi-family integrated housing with 10% low income housing for the homeless, no more elite neighborhoods. Imagine herds of goats roaming the canyons under guide of professional public shepherds to clear brush. This is a chance to rebuild correctly, using just social outcomes as the goal of our public tax spending from the FEDERAL and STATE.

According to intel.gov, "Section 702 only permits the targeting of non-United States persons who are reasonably believed to be located outside the United States" If, as Sen Lankford says, it only targets people outside the US, why "reasonably believed"? If you're ONLY listening outside, then they MUST BE outside, right? No. Because, they say, you can be listening to someone and not know where they are (which is true, even though most of the time, if they're working hard enough, they could figure it out to a "reasonable" degree I think). But that is a loophole you can drive a Guantanamo Bay through! Imagine being a judge and trying to figure out if some CIA officer who wants to deceive you actually "reasonably believed" their target to be outside the US! good luck!

Fire hydrant is not connected to an eternal supply of water, nor is it a remedy for deferred maintenance. Keep a defendable space from the high combustibles like pine trees and brush from your property. Your responsibility, not the fire department or Mayor's office job to have a safe boundary around your home. In horrific wind, no one is very effective except at fleeing.
