I think slamming the brakes and locking the tires makes them skip better. They're more likely to bounce off the water instead of having the tires "grab" and pull the car down.

When you were using the plane wings on the Vertex, you said you were pushing forward, which should push the nose down. The elevators were tilted UP though! That would raise the nose and kill your traction. I think you were dealing with elevators that are reversed from what they should be.
