As someone else already mentioned in the comments, graduated symbols are only available for point features, not polygons. So first you should create a points layer by using the "Centroids" geoprocess.

@@doctorkash0792 i got consulted it to my prof and he only did is to make a dot and save it and then layer it, not a polygon.

Make sure you've selected Graduated from the top menu, not Categorized or Single Symbol. I just tried it with 3.30.2 and the menu showed color and size. I'd also suggest reinstalling QGIS to see if that makes any difference.

I realized that the method selection is available for point features not polygons.
