Pugilist boss is level 425 so you would open your map it should be at top (click on the map icon) and then you would go to The area where it says level 300-425 and he should be there !

It does indeed increase! You have to keep killing the strongest boss in the game (blood sickle) or keep Killing other players! Rn mines is sitting at 542,000 because I kept killing the blood sickle boss!
