Thinking about it (i am not anyone of importance) 0 luck is probably the best way for them to actually test fish rarity, as everything can be caught and its a consistent value, and its easy to catch, this would likely make it a lot easier for the devs to test as they can catch large numbers of fish very quickly, whilst having a good idea of the fish rarity.
