So, what he does is actually really simple. When u are using your calculator you have to but the log of the base as the denominator and the log of the number as the numerator. He proceeds by doing that for both of the numbers. Then, since there are two like terms one in the numerator and one in the denominator, both of them are are cancelled out or the value is set to 1. Because they divide each other. And then, u are left with log16/log2 and as I had mentioned earlier the base is at the denominator and the number at the numerator so you are left with: log(base2) of 16 which is 4 because 2 to the power 4 is 16.

What does recyprical mean or what ever that word was? That confused me .. you lost me there

All it is is u flip the fraction upside down. Example the reciprocal of 2/3 Is 3/2 so when he said the reciprocal of 3 is 1/3 that is the reciprocal because 3/1 flipped is 1/3 u just switch the top and bottom :)
