He just basically took a piece of paper, put his power to hundred, put the piece of paper to his barrel, and then kept changing angles to see where the shots would land and kept marking it on his ruler. He could also have just taken the measurement of how much difference in the distance of landing is created by a change in angle of 1°, and then kept on putting that exact measurement so as to create a scale on the paper, just like a centimetre ruler.
