Start setting bail at $1000 or $2000 per student. Our police forces need the money anyway. They are always underfunded. And start suspending these students. Every action has a consequence. You have a first amendment right of free speech, but you cannot disrupt classes by causing large gatherings, you cannot jam roads, you cannot intimidate or harass others. That is not free speech. That's a misdemeanor at the least and criminal intent at best.
