The "Films" written by Oda (Strong World, Z, Gold, Red) all canonically happen and the characters are canon, but the Straw Hats' aren't involved. Which works okay for most of them, one of the other Supernovas could do the plots of the other movies, but it seems insane for Film Red specifically to happen without the Straw Hats. Who else had Uta as a childhood friend and teamed up with Shanks? APOO?!

Might be late, but my guess is her devil fruit is like Luffy’s and is a mythical zoan classified as a paramecia, something like hito hito no mi: model siren. Her powers and character in the movie is similar to those creatures, and her devil fruit is similar to Luffy’s in that it can allow the user to do anything they want

The movies is not canon but there’s a possibility Uta will actually show up on the manga in the future. We got to see her silhouette in a panel when Shanks thinks about “the next generation” at the end of Wano. It’s unclear whether or not she is dead in canon, but Oda will probably use her existence to expand on some aspect of Shanks’s character. There’s some evidence pointing to him working with the gorosei, so idk, maybe there’s a side of Shanks we just don’t know yet.

First of all, she's the main antagonist of the movie, and the writing used this sequence to show off she's not to be messed with. Of course at the beginning you have a mystery, which is the root of her powers. Then how to solve the issue. She probably wouldn't be able to take them if they knew the the secret of her devil fruit, but we don't find about that until later in the movie
