టీవీ 5 లో చర్చ తప్పు - ఆర్టికల్ 293 - వైసీపీ కి పిచ్చా - grant or loan?

There will two transfers
1. revenue expenditure like taxes, and
2. special aid transfers
Our Conflict is if 15000 grant sanctioned to AP is loan or grant? So let us only look for amounts more than 15000 in these page numbers
It is for construction of the amaravathi capital, so let us look for capital expenditure column, not revenue expenditure.
After observing these three pages, I found only three heads which is more than 15000 and under capital exp transfer to states.. they are
1. Column 10: Special Assistance as Loan to States for Capital Expenditure 1,50,000 cr
2. Column 13 Additional Central Assistance for Externally Aided Projects (Block Loans) 33,900 cr
3. Under Social Services and others, Loans and Advances to State Governments 1, 62,408 cr
Other than these three, all are less than 15000 cr under capital expenditure for transfer to states, let us ignore all of them,,, now only two options I perceive…
1. Central government is just arranging with their influence and it is not mentioned anywhere in the budget about amaravati capital 15000 loan, so in that case it is direct loan of state from banks, if possible
2. Second option, as TV 5 murthy is discussing with his panel, using constitution as reference of Article 293 of Indian Constitution, the loan comes to consolidated account of the central government and if it is as for Article 293, the world bank loan will be deposited in central government account, then central government should transfer to ap as a special grant. In this case, no such amount is shown in the budget as special grant to states that more than 15000 cr, rather it is only mentioned central government transfers to states as loans, If it falls any other section as we identified more than 15000 cr amount in the budget under capital expenditure in Transfet to states account…
Whatever the case it may be, it will be a loan only….
Moreover listen to that audio again what Niramla said, about polavaram, she says it is our expenditure, it is national project, but for amaravati she said, something else…

కేంద్ర బడ్జెట్ లో ఆంధ్ర కి కేటాయించింది గుండు సున్నా.. అయిన కూడా కేంద్రానికి ధన్యవాదాలు అని తెలుపుతున్న పచ్చ కీచకులను ఏమ్ అనాలో? అమరావతి రాజధానికి, స్టీల్ ప్లాంట్ కి , రైల్వే జోన్ కి, పోలవరం కి, ....ఇలా దేనికి కూడా ఒక్క రూపాయి కేటాయింపు జరగలేదు. 15 వేల కోట్లు ఇస్తామని, కేటాయించామని ఎక్కడా చెప్పలేదు. బడ్జెట్ లో కేటాయించలేదు. 15 వేల కోట్లు బహుళ జాతి బ్యాంక్ లు ఇచ్చేందుకు సహకరిస్తం అని. Externally aided projects కింద world Bank, ADB, AIIB ఇలాంటి వాటి నుండి అప్పు తీసుకొని మళ్ళీ మీరే కట్టుకోవడానికి సహకరిస్తాం. అంటే కేంద్రం వాటి నుండి అప్పు ఇప్పించడం లో సహకరిస్తుంది అంతే కానీ.. కేంద్ర బడ్జెట్ లో ఒక్క రూపాయి కూడా ఆంధ్ర ప్రదేశ్ కు కేటాయించలేదు. 30 ఏండ్లు అప్పు కట్టడానికి అనుమతి తీసుకుంటారు అంట. దీన్ని బట్టి చూస్తే బాబు ఇక ఐదు యేండ్ల కన్నా ఎక్కువ బ్రతకడం కష్టం.. ఇప్పుడే 78 ఏండ్లు.. అంత అప్పు చేసి కులపొల్లకు దోచి పెట్టీ మరీ పోతాడు. తర్వాత వచ్చిన వాళ్ళు కట్టుకోవాలి.. అది అంత ప్రజల మీద భారమే. ఇప్పటికే ప్రపంచ బ్యాంక్ అమరావతి ప్రోజెక్ట్ కరెక్ట్ కాదు డబ్బు ఇవ్వలేం అని చెప్పింది కాబట్టి. ఇక ADB నుండి కానీ AIIB నుండి కానీ లేదా వేరే బ్యాంక్ లు కానీ ఇవ్వాలి. సంపద సృష్టిస్తం అని చెప్పి వేల కోట్లు అప్పులు చేస్తూ అంతా తెచ్చి అమరావతి లో కుమ్మరించి మిగతా జిల్లాల జనాలు ఆ అప్పు మొత్తం కట్టేలా పన్ను లు వేస్తాడు. కేవలం 50 రోజుల్లో 50 వేల కోట్ల రూపాయలు అప్పులు చేశాడు చంద్ర బాబు. ఇదేనా మీరు కోరుకున్న అభివృద్ధి.
