Yes, but it's difficult and inconsistent on stock, unmodded DDR pads. On modded DDR pads, top players strategically hit jumps with 1 foot all the time on particularly difficult songs.

If you wear big shoes (especially shoes with room in the arch to place over a bracket) and have modded/raised pads, yes it's possible to reliably hit brackets at the arcade on DDR. Not many realistic chances to bracket though, at least not anything that doesn't need planning.
