Imo noxy is still better. At least they have 4 difficulties for every song. The first 3 difficulties have better quality, then there is the master chart that focuses all on difficulty but not quality. If you are just a casual player, the ultra difficulty is already difficult enough (at least for harder songs, like this one). The master chart are for the players who want challenges
