The lower house of Britain is house of lords. It does not have much importance attached to it as it is a hereditary position that you get in hol. It only takes 3 members to pass a bill in hol. The members of this house doesn't have a fixed tenure and remain in their post as long as they are alive. Edit: it's upper house*
