This has nothing to do with it being rotary vs v8. It all comes down to the rx7 being 400-500 odd kg lighter, better aerodynamics, lower centre of gravity. This really has nothing to do with the rotary vs v8. You could put a 650 hp rotary in the falcon and a 450hp v8 in the rx7 and the result would be the same

they would have no effect on the result. In any case the v8 has much better responsiveness and more torque than any rotary. Rotaries rely in turbo for their torque and power, a pushrod v8 has raw grunt. The fact is that the weight and aerodynamics favour the body of the rx7. You could put the exact same engines in both vehicles and the smaller and lighter rx7 would still come out on top. This is apples and oranges

V8 shouldn't have to stretch anything out. It's heavy and requires lugging around an extra 100kg just in iron. The FC3s he raced is better balanced and he can carry as much power through corners as he wants because of the low torque ratio. V8 has even been beaten in top fuel around the world by rotary's and 2Js so I don't think it has the legs to stretch anyway.
