Is this VPN connection from server level(EC2) to a resource outside AWS using VPN aka point-to-site? or you are looking for the entire VPC to interact with resources outside AWS, aka site-to-site?

the request sent by the client to openvpn server is not secure and hacker can attack on precious data. eg 54.33.423.554 is my openvpn ip (suppose it is not my ip) and its unsecured when open and we connect it by using openvpn client but it is not secured . the data send over client to openvpn is not secured.

This is likely because your OpenVPN server and your other EC2 instance are on separate VPCs. You will need to recreate one or the other to put them on the same VPC.
