Most state penitentiaries used to be self sufficient they grew their own food and other products then the federal govt got involved and made them stop which made them reliant on tax dollars to operate.

I don’t know about the private prisons but, Government run prisons are working with a shortage of Corrections officers, ten to twenty five percent or more in most of these prisons.
