Sadly this system does not work all the time, the only cheater game I had was against an aimbotting, wallhacking, speedhacking wraith. Both teams reported him instantly but nothing happened.

Valve did say it's set in conservative mode since the anti-cheat is so barebones currently. If it was set to aggressive, then yeah maybe almost all cheaters will be detected but we would have way more false bans too.

cheat responses don't happen immediately in all games and is usually delayed to ban waves, They may have a random timer on this too. This is to prevent the likelihood of cheat makers working out what triggers the anti cheat
