This was back when Illumination actually took 1 risk, and now they've been coasting off that one risk forever. One of these days, Valve is going to make Half Life 3, and if not them, then they'll at least publish it. Then again, everyone who worked on TF2, Counter-Strike and its Go counterpart, Portal, and several other games, including Half Life, aren't Valve Employed anymore, and the ones who are still working for Valve aren't the ones who'll be open to continuing the Valve games because they've jumped on board with Virtual Reality, are not the same people with the same creative vision for Valve games, meaning that even if they wanted to create and continue the games they may not even be the right people for the job, even if they wanted to be, and finally, how Valve fundamentally works would make that logistically impossible anyway, so even if Valve wanted to get off their asses and get back to what made them the company name they are today, it that would be a monumental task to ask everyone to do so and it would take an speech so inspiring it would singlehandedly unite and inspire every single person throughout Valves' communities that it is a good idea. This level of charisma is impossible to achieve however. Just ask Valve to get someone else to give a fuck for them, and we'll have our Half Life 3.
