So the title is referring to 9:16 and to those who don't know what happened. The card Nogla played at 8:55 means that you can only play number cards. If you play anything else, such as reverses, skips, or +4's. You must draw a card. So at 9:16, when Vanoss tried to play the +4, it made him draw another card.

8:56 - So, let me explain that card. Once you put that card down, a special rule applies. And the rule is that you are only allowed to put down regular numbered cards in order to draw zero penalty. But, any other card put down (pretty much the other special-action cards, including wild cards, “additional-cards delivery” cards (e.g. +2 and +4), skips, reverses, etc.) will result in a penalty of receiving an additional card.
