With an all inclusive , does the airport provide a bus to the varadero resort ?

If the transfert to you hotel is not already included in the travel package your purchased, then your options are: taxis or a Viazul bus. The Viazul bus would be much cheaper than taxis but with a fixed schedules that may not match with your arrival time. The bus will take you to the downtown Varadero (bus terminal on Calle 36), if you hotel is not in that sector, then you'll still need to take a taxi to get from there to your hotel.There are usually always a few taxis near the bus terminal.
