Knowing this song is about 9/11 and the first two voices are supposed to represent people's contemporary reactions to the event; I think Grey/Voice 3 is basically an introspective voice evaluating the event from a modern perspective. Mostly recognizing that the two voices, even though they were in disagreement about the event during the time of it happening, they both had similar effects; leading to the invasion of the middle east and the disenfranchisement of youth and current socio-economic crisis.
