I adore how a lot of these shows and situations they put into these educational shows were clearly for the enjoyment of adults but could still be enjoyed by kids, it was a good balance. (Watched this Noggin as a kid but never would've gotten that Dragnet parody at the time.)

Noggin is really being wacky and weird, until 2000 Noggin done a massive facelift.

That ‘Rear End’ bumper was something irrational, & even so, the network still had a trace of kids’ content, from Oobi shorts to Sesame Street clips in your average Noggin’s Choice bumper. But by sheer coincidence, the kids themselves would probably have found the aforementioned bumper too comedic and unexpected for their age. Also, not a fan of the Brain People -> Kid show, even if it has ‘relationship’ at its core, & it’s still for teens, and kids are DEFINITELY too young to want a relation with other engaging people.
