I have had the smaller 165 for 3 seasons now and had zero issues so far. The do cut short but I found a trick that if you extend the top link out so the mower tilts back slightly you can get a little more cutting height. Even then it will still cut short at around 3" but overall its been a great investment.

What is the purpose of the chain.

It's a manual stop that's optional to use. It stops your 3 point hitch at a specific height when you let the mower down.

That drum mower leaves a windrow. Do you ted it immediately?

I've owned one for years, I usually run the tedder over the windrows after 24 hrs or so.

It depends on the climate. It our climate (very dry), we actually bale it one day after we cut it.
