The problem with Veigar adc is that adcs can just perma push the whole laning phase, and he can't really farm reliably under tower + he runs out of mana quickly. It's not as easy as it looks (at least in higher elo).

You can ALWAYS wq caster minions from lvl 7. You do not need an extra point in w no matter how far behind you are. You need 0 stacks of passive, one adaptive power rune (8AP), a dorans ring, 4 points in Q and 1 point in W to kill caster minions with WQ.

Even if you don't get hit by the stun, the fact that you can't get out of the cage is also extremely overpowered. At least with j4 you can dash out of it, thresh you can still dash out of it and escape if you don't care about slows. I've always advocated for this specific ability to get reworked/removed (this might require his meteor to get changed since they're complementary abilities).

I don't think morg is the counter people might think it is. Blackshield loses a lot of value vs mages that can break it. It's an annoyance, but it can be played around. Veigar is down to farm early and I don't think Morg puts enough pressure on Veigar's weak laning.

I've always had the idea of Ziggs/Heim in my mind for if I ever found a duo, but I stopped playing league much and never got to try it. You pretty much use Heim to stop ganks and all-ins while ziggs shoves and uses his passive on turret to kill it fast, eventually using W to execute it. Heim can even be used to keep minion alive under the turret or to kill it even faster if they aren't scared of a gank or all-in.
