Why should it be given to "the orthodox church"?? It was commissioned in 976 by Doge Pietro Orseolo, it was then made up of precious stones and enamels depicting various saints. In 1105 it was expanded by Doge Ordelaffo Falier. So it has been made for Venezia and has not been stolen from "the orthodox church".

Well parts of it *were* stolen from Constantinople by the crusaders in 1204. But those parts are relatively small (notably the the central figure of the Archangel Michael and the scenes depicting the life of Christ on either side of it). The vast majority of what we see now was created in the 1340s by Paolo Veneziano and his sons. It manifests the power of Byzantine artistic and cultural influence, not merely Venetian theft.
