As a southern California dancer for decades, I was encouraged to pick my heels up off the ground. I find it better for shock absorption, and minimizing friction.

I'm not expert enough to judge, so I'm probably wrong but I would date this video post-WWII given the look and fashion of the dancers and the dancers respecting a line-of-dance. Is the source and dating reliable?

They do? Look for Lindy Hop, Balboa and Shag at youtube. There arre so many Events and People dancing swing dances.
