in practice, what it may mean is that the ICC members will be sanctioned, dutch embassy personell may get into trouble and be pressured to release the hypothetic prisoners, and worst case scenario, a spec ops team will try doing an extraction. But invasion? Invasion means war and occupying the capital city. For what? To get some servicemembers home who may not even survive the escalation that was started for them? Yeah, you don't have to be a law professor to tell the news guy that this is a load of BS. Invasion would also mean the netherlands, a nato member, has the right to trigger nato article 5. So the answer is: no, the US would not invade the netherlands unless youre a tinfoiI.

Collective punishment, so punishing a group of people (in this case a whole country with a decently sized population) for the crimes of one person or group of people (the terrorists) is illegal under Geneva conventions and considered a warcrime. The Netherlands has 1 of the best geopolitical placings on the globe. To get there you would first have to get past GB and Norway or GB, France and Belgium.That is assuming an attack from the east would be practically impossible because you would littarally conquer half the world. And attacking is obviously way harder than defending, look at Ukraine, Afghanistan, Gaza etc. It would proof espacially difficult boarding and controlling the biggest navy asset the European alliance has, called ''The Britain''. Who would also be easily able to take out incoming projectiles before they get even close to Dutch territory. Not to mention the political isolation the U.S would throw themselves in, it would be 1 of the proportions of Hitlers or Napoleon's demise and nothing tells me that Biden and his people wouldn't meet a similar faith. It would be the stupidest decision to make, and with no real benefit. Hope you never have a career where you have to make these decisions because the world wouldn't last another year.
