The reason Michael wasn't fired already is because he runs Dunder Mifflin's most profitable (only profitable?) branch. Since their job is sales, and he's shown to be a good sales boss, good people-person making him a good salesman and a good regional manager, it makes more financial sense to keep him as boss. Even if he's very much childlike lol. He uses that against David quite often to let him have his way, because Michael knows the board will side with him since he basically keeps them in business.

At least Michael was a good salesman, whereas his replacement Andy wasn't even that. That would be bad since Michael could at least be relied upon to get through a tricky deal in most cases whereas Andy would be of no use beyond making reports.
