Hard work , with due respect, the welding job is could have done different way by inserting slightly smaller diameter pipe & weld outside pipe to join to the rest of the frame. even for a kid the frame must be strong. any metal fabricator / welder knows how & why. Paint work looked good on computer screen.

any rust remover will do but if you let it soak sometimes you have to use wire brush on areas not completely done

Looks fab and a great job...but...I would not let my child ride that ! No more than I would drive a cut and shut car. Once the frame has been compromised like that its a weak point and dangerous.
