That's a waste of time and money putting in that small drain pipe there. When it rains heavily, the volume of water coming down there with shale and rocks is going to block that drain with the first heavy shower. They needed a box culvert 5 feet x 6 feet that can be cleaned when it get clogged with debris.

Common sense should have told them that it needs a wider culvert. Also, the outlet is below the dirt level. Waste of time and money. Where is this?
