13:37 these are called Fan calls! it’s actually extremely common to see these between idols and fans. basically how you enter is either when a korean brand is partnering up with that kpop group and they typically will have you buy products from that company and the fan call will be included. or from album sales, buying as many albums during a comeback as you possibly can. typically fans spend thousands of dollars on them bc you have to buy A TON of them to enter a chance for a fan call. on both options you can pick which member(s) you want to talk to. unfortunately fan calls don’t last long, the call doesn’t typically go over 60 seconds. fan calls are actually quite controversial among the kpop community because of the amount of fans that are and aren’t picked and the amount of times idols get uncomfortable on calls as well but overall they’re a big deal and many many fans love it.

Yes, when you see nothing but a bunch of "ㅋ" characters, it's Korean shorthand for laughing -- basically "lol" in Hangul. The sound that character makes is, in English terms, basically "k"; hence "ㅋㅋㅋㅋㅋㅋㅋㅋ" sounds like someone chortling "kkkkkkkkkkkk."
