What if her power is rewinding? Max would have been good at the game too and since you're Chloe in this game you can't tell if someone's rewinding. Max would have been at the entrance at the right time too, because she would have rewinded the first time something happened to be there. Max would have known the stuff at the windmill because she could follow Chloe and then rewind to not seem suspicious. Maybe Rachel wasn't surprised at the stuff with her dad because she had seen everything already, maybe even more than once but she couldn't figure everything out on her own or something fatal happened so she had to rewind. Maybe Rachel was more experienced with her powers than Max so she could rewind longer and without nosebleeds and that stuff. Maybe she wanted to protect Chloe and gave her powers to Max so that Max protected Chloe instead. Maybe Chloe died many times and Rachel had to rewind just like Max. Maybe they all messed up the realities because they didn't let Chloe die. But I don't really remember every detail from the game, so everything might be wrong. XD

It could also be that Rachel wants to bring forth what her and Chloe talked about. Leaving Arcadia Bay... this is more realistic than Rachel killing Chloe as she knows what that could do to everyone else emotionally. She also hints at hating Arcadia Bay, so why wouldn't she kill those who she hates, but not leave Chloe to her own devices. Rachel also knows that Chloe wants more Than anything out of the bay. Its more realistic to push her out of where she doesn't want to be then to outright kill her.

Max and Chloe just randomly thought it was max who caused it and max thinks it’s her but she is saying that out of pain and grief. Besides the chaos theory doesn’t work like that and it’s been debunked the theory fyi. Also max had a vision in the class of a storm so the storm isn’t connected to her, the storm is a natural disaster that was suppose to happen either way

There was three or four choices and if you pick "kiss" Chloe won't ask her for a kiss because apparently she thought it'd be kinda awkward to just ask her to kiss her but Rachel went like "oh" and kissed her

She could totally have the same powers Max does since she always has the right answers, is just as well-known and liked as Max is (probably more so though) and knows when to react and do things the way she does, less telepathy and more knowing exactly what’s happening and preventing bad things from going down in advance (in our eyes) because she rewound time to get there. Like she knew exactly where Chloe was and was able to utilize her at just the right time, that sort of thing, etc.

I think Rachel is just really good at reading people. But it would not explain how she knows a lot about Chloe, except if she's really just a stalker. But if this theory is true, at most, Rachel couldn't read exactly what people had in mind, only that she can sense what people are most likely up to. Which will explain why she can't read what exactly is in Jefferson's mind and save herself. But I do believe that she has power over the wind. That scene where she got mad confirms that 95%. People says that Rachel doesn't have powers because then, she would still be alive... but what if she's STILL alive?

Now after episode 2, it's confirmed that the wind was not her doing. It's possible she can read minds because everyone (almost everyone) loves her. But at the same time, she should have been able to 'read her father's mind' to know that he is cheating even without having to directly see him

I am pretty skeptical that she has mind reading powers or anything like that. However, she definitely seems to cause the wind to blow and spread the fire at the end of episode 1. I am not sure if that is a sign of a special power, or nature just tapping into her rage for some reason but that seems to have happened.

U know. This kimda makes sense. Cause another part of telepathy is being about to control other peoples thoughts. To mKe them do what she wants. Which she hints at pretty hard on the train when mocking the force mind trick. "Chloe jump on this train with me" while waving her hand. But she played it off as a joke. So your theory makes perfect sense. But there is one problem. Telepathy only lets u read minds and control minds. To the best of my knowledge it doesn't let u scream like a banshee and at the same time controlling wind. I have a theory. I think she can control elements. Water. Fire.. Wind.. Earth.. Stuff like that. I think this because when she kicked that burning trash can there was absolutley no reason at all or even a possibility of the fire spreading as fast as it did. Unless there was a severe drought but look at the trees. They r as green as can be. Therefore they cant burn that easy. And if u notice they didnt. At first. But when she screamed like a banshee all off a sudddn a gust of wind come from behind her and makes the fire spread faster. But only that one tree caught fire. When she stopped screaming the wind stopped. But she screamed again and once again a gust of wind came from behind her and spread the fire to other trees and started a wild fire. So i think she used the wind to make the fire grow but didnt realize it. Idont think she knew she could do that. And of course her or chloe didnt pay attention because of what rachel was going through emotionally. And she never had that kind of breakdown again so she didnt have a need to use her powers to control elements. So she never actually learned about her powers cause she never needed them again. But thats my theory.

Actually, the truth and lies game is not really evidence of powers. I mean, even if you are bad at it, the game basically amounts to three separate 50-50 guesses which get easier if you guess one of the other two. It's entirely possible to win this game just by being lucky. That being said, all of Chloe's lie options are not very good, much easier to guess than Rachel's one lie. So, simply having good observations skills or being ok at reading people is a perfectly plausible explanation for Rachel winning at this game. Now, this doesn't mean I would rule out mind-reading, but this gmae is not great evidence in favor.
