There would be 5 frames of hit advantage after that up air (33 frames of hitstun - 28 frames of endlag). Thrupper hits him on frame 6, so I think down b could have broken him out with its frame 1 intangibility. There are definitely ways to make it true though. At 91%, just 4% later, it would have 6 frames of hit advantage and be guaranteed.
