Snake has to be one of Lucario's best match-ups

Hardly, it's not the worst MU but most Lucarios/Snakes consider it either even or Snake favoured. Grenade interrupts a lot and it can be difficult for Lucario to break through Snake's wall of explosives and good cqc. I think Shogun was just matchup checked and Gachipi ran with it.
