Yes,there are hotels near the station. Usually, there are taxis at the station. There are also hotels near the parliament building, but ask the hotel about accessability.

I’m a disabled traveller so I have to use public transport. When I get to Ottawa is it easy or convenient to get to a hotel at or near parliament hill from the VIA Rail station?

The Via Rail station in Ottawa is connected to parliament hill by a light rail system. There are also taxi and Uber/Lyft options as well.
