No idea. I have nothing to do with any of that and don't see any of the details. KZbin deals with the publishers/copyright holders, so it's probably dependent on the deal that each band have with their publishers etc.

Did the B52s steal a riff from this? or vice versa?

Neither...just one of those things. The B's started before '79, and were gigging most of the early songs in '78. Something was in the air. Plus, it wasn't easy to hear other non-mainstream bands back then. This would have been an import record.
