Good idea in theory, but I think that would just mean they would pursue prison time for parking violations while still ignoring violent criminals. Better to pay based on how safe the community is - and make sure the people finding the statistics on that are independent of the police, and understand that 'safety' doesn't mean never seeing an argument you disagree with on the internet!
