Jacob Fuehne no. Moon rocks turned into a liquid are merely a good portal conductor. I'd say they found an alternative considering they had minimal casualties after cave johnson died, paired with the fact that moon rocks are incredibly expensive, and yet even when aperature went into a financial crisis, they could still make portal conductive material.
