Then the enforcement is weak. The authorities need to step up. I still believe that if no shipment can be processed without sighting an original title, the problem will be significantly reduced. The thieves are getting away because its very easy for them to get the vehicles out of country.

What if that lowlife were actually concealing something, maybe a 6-shooter or a 9mm or even a knife, and wouldn't mind using it on you if you stopped him in his tracks? Who would be at risk then? The thing about situations is that they just happen, and things can go south in a jiffy.
