they were completely surrounded and had already suffered casualties. thats the shooting you hear in the background.. even though he did surrender, cartel forces had strict orders to keep police from taking ovidio away. so in the end, the cops just left.. it wasnt only them, some soldiers and their families were also held hostage, and they would not be released unless ovidio was freed. but even so.. the cartel was sure the government would fight, and they were surprised they actually pulled it off. it was a sloppy operation, from a military perspective, because they just walked into the lions den, and were inmediately surrounded and outgunned. im glad cartel forces didnt have orders to shoot to kill, unless necesary. their orders were just to keep the cops pinned down. it would have been a bloodbath otherwise. the sinaloa cartel is the least worse of the cartels, and the easiest to negotiate with. some are way worse.. it sounds crazy i know, but thats how it works here..
