I fell as though after Henry fought bertrium he was later found by Alice or some kind of ink creature, was tortured and left to rot in that room. And since he’s in so much pain he is unable to speak or move, so he just stares longingly at the player, distraught at the fact that what he’s been trying to get rid of is right in front of him, yet. He can’t do anything.

yes it does mean that, this all takes place in 1973, this is several years after BATIM.

Since Henry and the rest of the universe inside the machine are stuck in a loop, it only makes sense that after a while, the cycle started to take a toll on the contraption, like Joey explains. This and Wilson messing with the device end up changing the way events play out, which is why the loop is different to the one we go through in Batim. So, although what happens in the real world takes place years after the original, the one inside the machine is just a new version of the story, which is why the characters of the first game are still alive.
