There are many better options, such as fading battle and retaliate, which are similar skills but much higher frequency :) ..20% chance at dealing damage only when receiving heals is a very low probability. Fading battle for example has a 20% chance every round to do AoE damage :)

Does hero lvl make any difference?

Not in the arena, x2 Level 10 heroes can command 150K troops, just the same as x2 level 60 heroes ...and there are no stat increases due to higher level. (Of course x2 level 10 heroes won't have 2 optional skills slots and won't be able to equip gear etc..but otherwise, no difference)
