Hoo-boy, Great Land of Small was just one of many bizarre Quebecois kids films that we made to watch in elementary school (I went to Ontario's French-language separate schools). They're sort of better-made versions of the movies featured in the "Kooky Kiddie Karnival" section of Something Weird's catalog. Dog Who Stopped the War had a much-better French language title: La Guerre Des Tuques (War of the Tuques). Tommy Tricker and the Stamp Traveler is probably the best of them; it features a catchy musical number by a thirteen-year-old Rufus Wainwright.
