Some Key points:-
a) If your passport address is not your permanent address (eg your hostel address) then please mention your current permanent address ( ie on aadhaar card etc ; it does not have to match the PCC address)
b) Some programs offer every student a case coordinator , those students can mention there name in the contact person
c) In the form for duration of stay has now been changed to 180 days and the rest of your stay is taken care by your residence permit (temporary) which you apply when you land there.
d) Please keep in mind that these details are not micro managed , so in your passport if all details are in capital letters , it is not enforcing for you to mention all details in capitals

I followed this and have a doubt w.r.t Visa fee payment. Website says during payment "The communication must contain the surname, first name, date of birth and nationality of the applicant + respect the following structure: Surname First name Nationality Date of birth (DMMMYYYY)." I tried doing the swift transfer online, but I couldn't add mentioned format as there is no field to add remark. Can you please help ?

What if my passport address is different from my current address and that passport address is not valid anymore

That is a great doubt so basically his form is to submit your application. The proof of your address is assured by the pcc so if your passport shows a different address it does not matter as passport is being used as your National Identity document and travel document..... The address is proven by your PCC and though pcc does not mention it ... you can write a different address in your application and show any other document as your address proof like your adhaar card. ( Also during process of PCC you would have also done the same to get it by using passport as identity and aadhar as address proof)....

What to write in name of institution if i select current occupation as a student? Indian university name or Belgian University name? Because i have completed my graduation in dec 2020 and got the admission letter of a belgian University in feb 2021.

Would you please help me how can make an efficient follow up for prolonged visa application? Immigration Office says that I have to wait!!!

what do you mean by prolonged ? Usually if due to not proper documentation your file can be sent to Brussels Immigration for at least 2 to 3 months ... In that case there really is not much you can do but to wait..... There have been some applicants who contacted them by email requesting that the process not exceed a certain deadline date but most of the time it gets done within 3 months on the consulate notification.

In financing of stay section ..I transferred my expenses amount to college and got a certificate for that soo what to mention in financing of stay section . Is it visa applicant or other person because my mother gave that money to me

So basically the Solvency certificate for blocked account can be used for either option ...... Only if while submitting liquid assets the choice is different based on whose name the liquid assets is on
