I agree with you. In Sangharsh Lajja Shankar was already a wanted criminal when his sequence started in the film and also lived a hideous life driven by superstition and only came in contact with people when disguised whereas Gokul Pandit was driven by lust and committed henious crimes but he lived among us , gets bailed but plans one more crime. In the modern world full of technology, it's difficult for Lajja Shankar to remain hidden and commit crimes without getting caught by the authorities, though not impossible.
