Allocation of state resources creates value to some to the disadvantage of others. Through the Presidency, Govt sponsored loans could be given and written off for some sectors of the economy to the exclusion of others. You may choose to feign ignorance but there are many counties that got tarmacked roads only after devolution. The Govt possesses several sensitive controls through which it can marginalize or enrich communities at will. It was worse before the new Constitution, but it is still there to some extent even with the new Constitution.

And your second last paragraph is just hogwash. What exactly are you struggling to say there? That Ruto went to state House and told Uhuru that Raila had called him to discuss his retirement? Now since the two protagonists (Raila and Ruto) pointed fingers at each other, you ought to have applied your common sense to arrive at a conclusion. Here was Ruto who together with Uhuru had just clinched the Presidency. They were in a celebratory mood. And Raila was still licking his wounds. On what basis would Raila have approached Ruto, a DP, to discuss with Ruto how they could jointly throw Uhuru out of power? Apply some IQ please! And here was Ruto who was within the Government and indeed the second in command. Unknown to many, there were tensions within Jubilee and Ruto was not unaware. But Ruto had built a structure, particularly within the Legislature which, with the support of NASA, and in particular, ODM, he could use to oust Uhuru. Do you recall the speed at which Uhuru moved to realign the leadership and committee chairs of both Houses after the handshake? What was the urgency? Tumia akili! Parliament was to be the centre of flexing of muscles between Uhuru and Ruto and Ruto, with the support of NASA would have easily won such a battle. There was reason for the urgency behind dismantling of the leadership of both Houses of Parliament as soon as Uhuru was assured of some more numbers from NASA. Ruto had the reason and the motive to approach Raila to help him in ousting Uhuru than Raila could have had any reason to help Ruto in ousting Uhuru. And it played out soon after. Uhuru, upon becoming aware of what Ruto was planning, beat Ruto at his own game, approached Raila to help him steady the ship and the rest is history. At least Uhuru was honest enough to state in public that he approached Raila to join hands with him. Ruto was just being dishonest, but it was quite easy to see through his lies on the events that preceded the handshake. Just exercise your common sense and you will see how easily the dots join. Still waters run deep. Real politics takes place behind the curtains. It not what you see in the everyday interactions among the players. So I appeal to you once again, read widely, be informed on facts and apply common sense as you judge.

Which executive order? The DP is the principal assistant to the president. And the president may assign duties to him from time to time through executive orders. That which is assigned through an executive order may be withdrawn and reassigned through another executive order. So yes, some duties were assigned to Ruto through executive orders but some were later re-assigned elsewhere when Ruto was found to be running in reverse in the relay race!

The President who assigns duties to him through an executive order is at liberty to re-sssign some or all of those assigned duties. The DP has no functions independent of the duties that are assigned by the President, except for, parhaps one function ie the function of chairing IBEC. There were executive orders to assign some duties to the DP in the early parts of the first term. It is those duties that were being re-assigned elsewhere later when Uhuru realized that Ruto was running the relay in reverse! What has been assigned by an individual can be re-assigned by the same individual

@@jokabable Most of the economic pains being felt now are mainly consequences of corruption during Jubilee 1st term for which the main driver was none other than Ruto. Those foreign loans have grace periods before you start paying. Reassigning those duties elsewhere were political moves because Ruto was serving his own interests away from Uhuru's. No one can put up with a deputy who spends the better part of his time creating structures that are a threat to his leaders position.
